Tashkent, Uzbekistan (UzDaily.com) - On 26 July 2019, the Ministry of Finance of the Republic of Uzbekistan hosted a forum "Government procurement - the basis of broad opportunities for the development of entrepreneurship".

Along with business entities, representatives of the World Bank, Islamic Development Bank, international experts, members of the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, deputy ombudsman under the President of the Republic of Uzbekistan to protect the rights and legal interests of business entities, employees of the Ministry of Justice, Ministry of Construction, the Ministry of Economy and Industry, as well as representatives of a number of interested departments and the media took part in the event.

The main purpose of the Forum is to exchange views on topical issues of ensuring wide coverage of business entities in the public procurement process. Also, the analysis of existing problems, the search for ways to solve them effectively, on the basis of current legislation and advanced foreign experience, together with the development of sound recommendations and proposals to improve the efficiency of public procurement were considered.

The Government procurement is the process of meeting the needs of government customers based on goods, works and services.

The experience of foreign countries shows that public procurement is one of the important components in budget expenditures, while playing a key role in managing the economy.

As in many countries of the world, Uzbekistan pays considerable attention to reforming the public procurement system. The government has taken a number of measures to ensure openness, transparency and efficiency of procurement processes by using electronic commerce processes and improving competitiveness through the wide involvement of business entities in the public procurement process.

In order to modernize the economy and increase the attractiveness of the investment environment, in the Republic of Uzbekistan in recent years, new opportunities and favorable conditions have been created in various fields. In particular, in the public procurement system, there are five methods of electronic trading, such as an electronic store, auctions to reduce the initial cost, tenders, tenders and public procurement from a single supplier. At the same time, the integrity of the public procurement system, based on the principles of openness and transparency, competitiveness and objectivity, are key factors in attracting private sector investment in the economy and increasing investor confidence in the domestic market.

Along with the improvement of the legislative base in this area, the development of a competitive environment and the involvement of business entities in the public procurement process is one of the priorities.

Government procurement, ensuring the effective use of funds, create opportunities for expanding the production potential in the economy, providing support to domestic producers as a result of the rational use of raw materials.

The forum continued its work in plenary sessions. It should be noted that each plenary session was devoted to open discussion of issues of concern to business entities, with experts in the field. In particular, in the session Directions for the improvement of regulatory documents in the field of public procurement in the center of discussions were issues of improving regulatory legal acts in the field of entrepreneurship, with a detailed review and analysis of the proposals of representatives of small business and the private sector.

The plenary session on the theme of the wide involvement of business entities in government procurement and increasing competition was devoted to the creation of favorable conditions for development, the widespread involvement of entrepreneurs in production activities, the improvement of the system of standardization and certification of goods (works, services).

At the plenary session on the topic of opportunities created for business entities, technical expertise of projects and tasks, public-private partnership, the main reforms in the health care system, construction, architecture and urban planning, as well as support for business entities in these areas, along with issues of further improving the public procurement system were discussed. Recommendations and proposals of the participants were considered, and the upcoming tasks in the field of public procurement were discussed.

During the forum, which was held in an open and constructive atmosphere, business subjects asked questions to experts about the existing problems of the sphere.

It is important to note that the forum included an online communication format to cover all regions of the Republic and to create convenience for representatives of business circles.
